Summary

The Michael E. DeBakey Department of Surgery is seeking a Business Operations Manager to lead human resource operations for the department. The Department of Surgery includes over 500 faculty and staff across the clinical, education, and research mission areas. The selected candidate will manage all aspects of human resources for the department which includes recruitment, hiring, onboarding, terminations, employee relations, and serving as the Department's primary liaison with College Human Resources. The HR Business Operations Manager will act as an advisor to the Chairman and Department Administrator. This role will serve as a leader in the Department and will influence the creation and implementation of Department policy. This position will also serve as the point of contact that ensures all necessary compliance trainings are completed by Department faculty and staff. The role is expected to be a senior staff role and, as such, this should be considered an in-person role. 

Job Duties

Human Resources:

  • Manages the day-to-day operations of human resources for Department. – 25%
  • Serves as first point of contact for all Department employee relations issues and serve as primary liaison for Department with College Employee Relations to implement any needed performance improvement plans, disciplinary action reports, or terminations. – 20%
  • Oversees entire hiring process for all new and replacement staff positions, including partnering with hiring managers to complete position description forms, budget templates, and job descriptions. – 10%
  • Manages all salary and FTE adjustments for Department faculty and staff. – 10%
  • Serves as Chair of Department Staff Council. – 5%
  • Serves as liaison for Department of Surgery in College HR Community of Practice. – 5%

 

Financial Management:

  • Ensures all PEPT allocations for staff are up to date and accurate for all Department staff positions. – 5%
  • Manages salary allocations for staff and ensure all positions are sourced to the correct fund centers. – 5%

 

Talent Management:

  • Partner with Department Chairman and Administrator to optimize Department organizational structure, retain staff, and promote staff within the Department. – 5%
  • Engages with College Human Resources leaders to enhance two-way communication and connect policy and programs with Department application. – 5%
  • Designs Department processes, in collaboration with the Department Administrator, to align with College policy and enhance the employee experience. – 5% 

Minimum Qualifications

  • Bachelor's degree. 
  • Four years of relevant experience.
