Summary

The Clinical Research Senior Sponsored Programs analyst is responsible for clinical trial coverage analyses including determination of routine costs versus research items and services in accordance with the National Coverage Determination 310.1 (CMS' Clinical Trials Policy) and/or various Local Coverage Determinations. This supports includes, but is not limited to, creating & routing QCT cost assessments, routing contracts in alignment with Baylor's processes, negotiating budgets with industry sponsors to cover trial costs, and ensuring the successful financial set up of a clinical trial.

Job Duties
  • Complete coverage analyses for all therapeutic trials and submit QCT forms via Institute for Clinical and Translation Research (ICTR) system for final approval.
  • Review and assign modifiers and reference justification from coverage determinations and/or standard treatment guidelines as needed.
  • Budget term negotiations with industry sponsors within prescribed parameters.
  • Route agreements through BCM's BRAIN system for institutional review, approval and execution.
  • Understand protocol objectives and treatment plans and extract pertinent data for coverage analysis development.
  • Distinguish oncology and hematology clinical processes, ancillary procedures such as radiology and laboratory tests, and other effort as they appear throughout the protocol.
  • Consult with PI, regulatory team, research staff, clinical and/or laboratory teams as needed to communicate potential coverage issues and respond to coverage inquiries.
  • Act a local subject matter expert and go to representative for all matters related to CPT coding, relevant QCT modifiers, and current government and institutional policies.
  • Consult with pre-award grant analyst(s) for inclusion of coverage analysis and cost data into grant submissions.
  • Provide assistance to post-award to ensure research and routine cost items are properly billed.
  • Help interpret procedure terminology and reconcile actual versus expected CPT codes.
  • Provide backup for post-award patient billing review process as needed.
  • Serve as a liaison between BCM's ICTR QCT team and TXCH for all matters QCT related, including coverage analysis negotiation, reviews/corrections, process changes, etc.
  • Liaise with hospital research department and keep division up to date on payor developments and changes to hospital, college, national and state policy.
Minimum Qualifications
  • Education Required: Bachelor's degree in a related field.
  • Experience Required: Three years of relevant experience.
  • Certification/Licenses/Registration: None Required.
     
Preferred Qualifications
  • Certification/Licenses/Registration Preferred: Certification by the National Council of University Research Administrators (NCURA).
  • Bachelor's degree in biological sciences, nursing or related field
  • Four (4) years of related experience with at least two years specifically in coverage
    analysis development
  • Knowledge of clinical trial management systems (BCM system preferred)
  • Knowledge of National Coverage Determination 310.1 (CMS' Clinical Trials Policy)

  • Should have excellent oral and written communication skills
  • Knowledge of medical/scientific terminology preferred
  • Excellent organization skills; ability to multi-task
  • Strong computer skills including Microsoft Office Suite and various databases
  • High sense of professional behavior and conduct and an ability to communicate with various levels of faculty and staff within Baylor College of Medicine and outside organizations
