Summary

Manages contract administration activity for assigned commodities/services or area(s) and provides expert professional advisory and technical skills necessary in the procurement process. Responsible for directing and coordinating the management of competitive bid process for major contracts, negotiates contracts, approves all invoices, acts as liaison between College departments and vendors, and identifies potential new vendors.

 

Leads the design and implementation of a new end-to-end contracts and compliance system at The Baylor College of Medicine. Participates in a college wide SAP reimplementation project to automate and improve procure-to-pay processes including contracts management.  Develops a new review and approvals process for supply chain services.  Works across functional lines with Legal, Finance, Research Administration and Audit and Compliance to optimize supply chain agreements.  Helps develop strategic supplier partnerships through our master services agreements, contracts, statements of work and letters of agreement with suppliers.
 

This position has the flexibility to work remotely two days per week.

Job Duties

  • Influences others outside of own department regarding policies, practices and procedures and within the function.
  • Communicates and conducts briefings with senior or executive leadership regarding ongoing operations and strategic initiatives.
  • Primarily manages supervisors and/or experienced professionals who exercise latitude and independence in assignments.
  • May have matrixed responsibilities for both direct and indirect reports.
  • Establishes operational, functional, and/or business plans with mid-to long-term impact on function results (e.g., 3 to 5 years).
  • Provides guidance and manages assigned team to ensure appropriateness of documents for solicitation, contract renewals, extensions and modifications in accordance with established policies and procedures.
  • Reviews and analyzes contract administration reports to incorporate in the development of management strategies.
  • Directly coordinates with appropriate staff, various College departments, and pertinent contractors at all stages of the process to ensure best value is secured.
  • Analyzes and decides best course of action for contract administration activities within assigned area.
  • Supervises staff to ensure timely, accurate and effective acquisitions of goods, services and related contractual matters; assigns duties to staff and reviews workload.
  • Resolves complex issues/problems that arise with the College community and vendors.
  • Responsible for purchasing all materials and supplies for the College, including but not limited to service contracts and capital equipment. Assumes responsibility for purchases involving large expenditures of a technical or complex nature.
  • Prepares bid documents and specifications for the purchase of goods and services for the College.
  • Ensures that a consistent repeatable demonstrable process exists.
  • Conducts bid openings and award purchase orders to the successful bidder.
  • Reviews proposed agreements/contracts and consults with Legal Affairs as necessary. Acts as liaison with contractors and vendors in purchasing negotiations and in resolving disputes.
  • Analyzes, and evaluates for improvement, College practices associated with inventory management, waste elimination, and redundant services.
  • Develops best practice policies and procedures that govern purchasing and contract administration activities with a focus on customer service.
  • Analyzes and reports on purchasing efforts; actively engage in cost reduction/avoidance efforts.
  • Effectively administers assigned budget.
  • Develops and maintains an effective organizational structure to accomplish division responsibilities and objectives.
  • Develops appropriate action plans to achieve set divisional goals and objectives. 

Minimum Qualifications

  • Bachelor's degree.
  • Five years of relevant experience. 

Preferred Qualifications

  • Experience in Jaggaer or SAP.
  • Experience in academia, healthcare, government, or public sector.
  • Broad knowledge in leading and managing processes, projects, and tactics.
  • Expert knowledge within a specific discipline; understands impact of work on own and other departments within a function.
