Works in conjunction with the department administrator in managing and overseeing the business operations of a large department with a $40M budget and ~290 personnel. Develops, implements and recommends improvements to and changes in operations to increase effectiveness and efficiency. Provides operational oversight and guidance to department leadership and makes meaningful contributions to the department achieving strategic goals. Provides leadership for the Community Health Program (CHP) and Faculty Development. This position will serve as a liaison to Harris Health Managers, Directors and VPs for the 120 faculty on the Harris Health contract. Provide oversight for all contracts in the department. Additionally, performs special projects as assigned by the leadership such as department goal tracking, ensuring all mandatory trainings are completed, appointment document and effort statement distribution, moonlighting tracking, incentive payouts, etc.  Manages three staff positions (two support-level and one professional-level position) to provide support for the duties of this role.

Job Duties

Business Operations Functions

  • Assists in planning, coordinating, and managing broad and complex operational functions for all missions (Education, Research, Clinic) and divisions (Homeless Healthcare and Community Health Programs) for the department  
  • Contributes to strategic planning discussions with department leadership.
  • Maintains faculty effort database and recommends changes to allocations and spend based on need and operations. 
  • Creates and assists with completing College issued reports, projects and spreadsheets that require an understanding of the broad functions of the department.
  • Communicates with faculty and staff regarding College policy and departmental procedures and serves as a key resource for information and guidance regarding business operations and HR.
  • Manages annual departmental projects such as faculty appointment documents and effort statements, bi-annual faculty incentives data collection and analysis, and facilities updates. 
  • Presents reports and analysis to departmental leadership.
  • Responsible for the contract review process for all departmental contracts and manages the contracts, ensures we have them staffed properly and are paid properly, etc.
  • Coordinates and submits bi-monthly supplemental pay.
  • Oversees the production of faculty productivity and quality reporting and ensure integrity of the database used.  
  • Manages human resources activities for Harris Health/CHP operations.  


Financial Functions

  • Serves as the resource and liaison for department financial needs (purchasing, travel, check requests, deposits, purchasing, etc.) for faculty and staff and work to put in place training and procedures that ensure accuracy of departmental transactions and assure that they conform with BCM policy. 
  • Reviews and approves SRM, SAP and Travel in accordance with delegation of authority.
  • Manages all faculty and staff FTE allocations in SAP by maintaining the faculty salary and effort tracker for 170+ faculty.
  • Manages the incentive pay-out for academic and scholarly achievements.
  • Ensures endowments are spent and donor reports are filed in a timely manner.
  • Manages and monitors all BCM issued credit card activity in the department for all users from training, reporting, and ensuring compliance with all BCM policies and procedures.  
  • Oversees and ensures the training of new staff and provide guidance for all finance related requirements. 
  • Participates in the budget process and lead the budgeting process for all contracts in the department.


Educational Administration and Faculty Development and Awards Functions

  • Serves as administrative leadership for select education activities in the department.  
  • UME – serves as liaison to UME office for faculty effort time.
  • GME – understands the department revenue for GME activities, manage the CB grant application and certification process; produce and review finances monthly with PD and Coordinator.
  • CME – oversees and manages the entire CME offerings of the department which includes Grand Rounds, Primary Care Update, ALSO course, etc.  Manages the reimbursement process for all departmental faculty.
  • Works with the Director of Faculty Development to provide leadership over the planning, development, and implementation of faculty development programming.
  • Oversees the process of putting together dossiers needed for awards and promotion paperwork.

Minimum Qualifications

  • Bachelor's degree.
  • Five years of relevant experience.

Preferred Qualifications

  • Master's degree.
  • Experience in an academic or healthcare setting.
