The Department of Psychiatry and Behavioral Sciences is seeking an operational leader who will contribute to the strategic direction of business operations in the department. This position is responsible for daily operational oversight in human resources, finance management, research, education, clinic, and administrative mission areas.

Job Duties

  • Oversees all department HR requests and processes.
  • Point of contact for BCM main administrative offices for HR and Payroll issues. This includes all onboarding for faculty and staff, submission of equity and promotion requests, and SF actions management/tracking.
  • Processes onboarding faculty documents (Employee Agreements, Term Sheets, Concept Approval Requests and Proforma).
  • Faculty Appointment Process: Attend department FAP meetings, liaison with Faculty Affairs, oversee FAP data tracking, resolve overarching issues, and review faculty reappointments.
  • Guides faculty and supervisors on HR issues. Liaison with Employee Relations (disciplinary actions, security threats, other behavioral issues) as needed.
  • Provides guidance to affiliates (Menninger, Harris Health, VA, TCH) as needed.
  • Responsible for performance review process across the department.
  • Oversees department payroll, and FMLA leave requests.
  • Reviews and oversees department organization units and data organization.
  • Meets with Program Directors to plan education budgets; Performs and monitors changes (transfers, cost and effort allocations, budget revisions) as needed.
  • Liaison with outside departments on changes to employee records.
  • Processes and delegates all cost distribution requests for outside departments (grants, clinical and cost centers) to ensure sourcing is consistent as budgeted and changes as needed.
  • Monitors accounts and ensure spending on accounts is as planned/budgeted.
  • Monitors personnel distributions, FTE, and allocations for all faculty, staff, residents/fellows.
  • Works directly with Lead, Financial Analyst to manage and monitor accounting functions, accounts, budgets for all education, department, and clinic accounts.
  • Tracks department updates to record FTE allocations in the system including FGP reporting (Clinical faculty i.e. MDs, PhDs, NPs, Social Workers, etc.).
  • Responsible for assisting Lead, Financial Analyst and Practice Manager with annual clinic budget for BPC.
  • Supervises Practice Manager on providers template setup, clinic schedule and effort distribution.
  • Works closely with program coordinators (General Residency, CAP fellowship, Psychology Internship and other fellowship programs) in monitoring request changes and program budgets.
  • Manages UME and GME annual budget for the department and working closely with UME and GME departments for any changes.
  • Tracks financial transactions (gift, endowment, donor funds, shared staff allocations, transfers, etc.) for report submissions.
  • Works with Philanthropy on ad hoc needs.
  • Processes and approves various transactions across departments including purchase orders, check requests, and Concur transaction approval in SRM/SAP; Manages check requests and purchase orders for facility management operations.
  • Works with Research Administration team on personnel distribution and effort allocations. In addition, work with both on pre and post award management.
  • Monitors and troubleshoots payments and invoices in the system as needed.
  • Routes department contracts through finance and legal for approvals.
  • Mentors staff through constructive feedback, performance assessments, and professional development opportunities.
  • Supervises (6+) and trains administrative staff as needed.

Minimum Qualifications

  • Bachelor's degree.
  • Five years of relevant experience.

Preferred Qualifications

  • Masters in Business Administration and/or Masters in Health Administration and three years of relevant experience may also be considered.
  • Experience in an academic institution.
