Summary

The Department of Psychiatry and Behavioral Sciences is seeking a Senior Financial Analyst to provide comprehensive financial management and analysis for the Baylor College of Medicine Texas Child Mental Health Care Consortium (TCMHCC), supporting a complex portfolio of state funded behavioral health initiatives. This position serves as the primary financial resource for multiple consortium programs, overseeing budgeting, forecasting, financial reporting, grant administration, contract management, and sponsor compliance. The ideal candidate will have strong experience in financial analysis and budget management, with the ability to provide relevant financial reports and projections to program leads and stakeholders. The candidate should demonstrate strong skills in reconciling financial data, ensuring compliance with institutional and sponsor guidelines, and providing strategic insights to support decision-making. This position will serve as the primary senior financial analyst for the Texas Child Mental Health Care Consortium (TCMHCC) project, and report to the department administration team. This position is eligible for a hybrid work schedule. The role partners closely with Program Directors, Principal Investigators, Department Administration, Research Administration, Human Resources, and BCM central finance offices to ensure accurate financial stewardship, regulatory compliance, and strategic budget planning. 

Job Duties

Financial Planning & Budget Administration

  • Manage the pre-award financial process including BRAIN submissions, budget development, contract and amendment preparation, and coordination of external affiliate agreements for TCMHCC projects.
  • Manage post-award financial administration including subcontract budgets, internal and external budget management, sponsor reporting, forecasting, invoicing, revenue tracking, and financial compliance for TCMHCC projects.
  • Develop, prepare, and distribute comprehensive monthly financial reports for consortium initiatives, ensuring leadership and stakeholders remain informed of financial performance and grant utilization.
  • Prepare budget projections and financial models to support Principal Investigator (PI) and program leadership decision-making while minimizing over- or under-spending for TCHMCC projects.
  • Monitor and reconcile financial transactions across a complex multi-million dollar portfolio of TCHMCC funded programs.
  • Analyze budget variances and investigate discrepancies between projected and actual expenditures, coordinating with BCM central offices and external sponsors to resolve issues.
  • Forecast monthly expenditures and anticipated cash flow needs across multiple initiatives.
  • Prepare accurate financial reports for Baylor College of Medicine, and external sponsor Texas Child Mental Health Care Consortium (TCMHCC), in accordance with institutional and sponsor requirements.
  • Analyze financial trends and provide recommendations to leadership regarding budget utilization, reallocations, and future funding needs.
  • Maintain financial tracking tools and documentation supporting grant expenditures, contract obligations, and program performance. 
  • Review contracts and agreements to identify financial obligations, spending timelines, funding availability, and expiration dates for budgeting purposes. 

Grants & Sponsored Projects Administration

  • Support TCHMCC project financial management throughout the award lifecycle, including budget execution, financial monitoring, sponsor reporting, compliance, and closeout activities.
  • Coordinate financial aspects of subcontract agreements and external affiliate contracts for TCHMCC projects.
  • Ensure compliance with sponsor guidelines, institutional policies, and grant requirements for all assigned initiatives.
  • Serve as a financial liaison between BCM departments, Research Administration, TCMHCC leadership, and external sponsors. 

Procurement & Financial Systems

  • Create, manage, and reconcile purchase orders within Jaggaer while ensuring expenses are appropriately documented, approved, and charged to the correct funding sources on TCMHCC projects.
  • Maintain personnel effort allocations and financial information within Salesforce to support sponsor reporting requirements for TCMHCC initiatives.
  • Collaborate with Research Administration to adjust SAP S/4HANA financial budgets and recommend budget reallocations when needed. 
  • Perform other job-related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Finance or a related field.
  • Four years of relevant experience.

Preferred Qualifications and Skills

  • Demonstrated experience preparing financial forecasts, budget analyses, executive reports, and variance analyses.
  • Strong understanding of financial compliance, sponsor regulations, and institutional accounting practices.
  • Working knowledge of pre-award and post-award grants administration. 
  • Experience with SAP/Jaggaer/Concur.
