Job Purpose

Operates as a subject matter expert regarding employee relations issues such as the ADA interactive process, Title IX, Title VII, and other Baylor College of Medicine policy adherence for all levels of personnel within the organization.  Manages and resolves highly confidential and complex employee relations issues and accommodation requests.  The position requires managing multiple cases and high level duties simultaneously while prioritizing the most urgent needs.

Job Duties

 

Manages the ADA interactive process in compliance with BCM policy and state and federal law.

  • Processes accommodation requests, determines eligibility, and engages stakeholders in the interactive process.
  • Provides support and outreach through training and initiatives to improve access to BCM’s ADA program.
  • Consults on reasonable accommodations, job descriptions, undue hardship determinations, and other areas impacting BCM’s ADA program.
  • Works in conjunction with the Office of Student and Trainee services and student/trainee disability coordinators to assess and address ADA needs for trainees in BCM programs.
  • Ensures equitable application of BCM’s ADA program across all functional departments. 
  • Monitors compliance with ADA and Section 504 of the Rehabilitation Act, and conducts ongoing reviews of federal and state regulations that govern the provision of disability services to employees and students.

 

Conducts effective, thorough, and objective investigations regarding allegations of policy violation from various reporting sources.

  • Researches facts related to individual cases including interviewing relevant employees, validating evidence, and identifying root causes of issues.
  • Uses sound judgement to mitigate risk and weigh the importance and validity of information to form fact-based opinions and recommendations.
  • Escalates cases and complaints as appropriate.
  • Collaborates with the Title IX Coordinator in sexual harassment, sexual violence, and/or sex based discrimination policy and investigations.
  • Thoroughly and completely documents cases.

 

Operates as a subject matter expert regarding Baylor College of Medicine policy content.

  • Creates and implements new policies relevant to the changing needs and best practices of the organization.
  • Reviews, assesses, and revises existing policies.
  • Provides policy guidance and interpretation. 
  • Trains and educates on policy such as substance abuse, sexual harassment, and other subjects as needed.

 

Manages Employee Relations functions in collaboration with department needs for: 

  • Reductions in force.
  • Training and feedback sessions regarding progressive discipline.
  • Grievance process.
  • Fitness for duty evaluations.
  • Exit interviews.
  • IT security during terminations, resignations, and reduction in force.
  • Maintains relationship with affiliate Employee Relations teams.
  • Maintains data integrity in employee files and for required reporting.
Minimum Qualifications
  • Bachelor’s degree in a relevant field.
  • Five years Human Resources experience with an emphasis on the ADA interactive process and Employee Relations investigations and/or advising.
Preferred Qualifications
  • Master’s degree in a relevant field.
  • Certified ADA Coordinator, SPHR, PHR, SHRM-CP, or SHRM-SCP.
