Summary
The Emergency Medical Services for Children (EMSC) program, established in 1984, is the nation’s only federal initiative focused exclusively on improving emergency care for children across the entire continuum, from prehospital response through hospital-based treatment. Within this mission, the Research Program Management Associate serves as the Program Manager for the State Partnership Program, responsible for directing, managing, and coordinating all aspects of the state’s EMSC grant. Roles requires approximately 10% travel.
The Research Program Management Associate provides strategic leadership, operational oversight, and statewide coordination for the Emergency Medical Services for Children (EMSC) Program. This role directs data driven initiatives, guides policy development, manages stakeholder relationships, and ensures alignment with federal HRSA requirements, collaborating closely with the project director, the family representative, and members of the state’s EMSC Advisory Committee. Core responsibilities include managing daily grant operations, overseeing the collection and analysis of required program data from EMS agencies and hospital emergency departments, and ensuring effective functioning of the EMSC Advisory Committee. The Research Program Associate also leads statewide strategic planning efforts and serves as a primary liaison and subject-matter resource on pediatric emergency care within Texas.
Job Duties
Data Collection Leadership & Oversight
- Lead statewide collaboration with the EMSC Data Center (EDC) to enhance and optimize data collection methodologies for hospitals and EMS agencies.
- Oversee federal compliance by managing and approving updates within the HRSA Electronic Handbook (EHB) consistent with HRSA EMSC Program requirements.
Education, Policy Development & Stakeholder Engagement
- Contribute to the development of pediatric emergency care policy statements in partnership with the EMSC Advisory Council and the EIIC.
- Represent the program as a senior liaison to state governmental entities, including Texas Regional Advisory Councils and the Governor’s EMS and Trauma Advisory Council, to promote improvements in pediatric emergency care policy.
- Establish, maintain, and manage strategic partnerships with statewide organizations and associations involved in pediatric health and emergency care advocacy.
Program Planning & Strategic Direction
- Lead comprehensive statewide assessments of pediatric emergency care needs, guiding the use of data to shape program priorities.
- Determine, prioritize, and recommend new initiatives to strengthen pediatric emergency care, incorporating state data and input from the EMSC Advisory Committee.
Program Implementation & Operational Management
- Provide oversight and accountability for meeting all EMSC performance measure requirements, ensuring timely execution and adherence to federal expectations.
- Manage the evaluation and approval process for voluntary pediatric readiness recognition programs for EMS agencies and hospitals statewide.
- Direct planning, coordination, and execution of grant supported initiatives such as pediatric conferences, training programs, and educational offerings.
- Lead statewide outreach campaigns to increase awareness, engagement, and support for EMSC mission and activities.
Program Evaluation & Performance Monitoring
- Oversee the preparation and submission of all federal HRSA progress and status reports, ensuring accuracy and strategic clarity.
- Monitor outcomes of grant funded activities and evaluate program effectiveness against established metrics.
- Apply data-driven evaluation methods to identify successes, gaps, and opportunities for quality improvement, guiding corrective action where needed.
Travel Requirements
- Conduct in state travel to represent the EMSC Program at quarterly Governor’s EMS and Trauma Advisory Council meetings, pediatric readiness program activities, and statewide initiatives.
- Participate in mandatory out of state HRSA EMSC Program–sponsored meetings, workshops, and national collaborative opportunities.
- Perform other job duties as assigned.
Minimum Qualifications
- Bachelor's degree.
- Two years of relevant experience.
Preferred Qualifications
- Prior experience working in public health and/or policy, pediatric care, emergency care, or within the EMS system
- Provider-level experience as a prehospital care provider or emergency department nurse
- Master's in public health or public policy
- Past or current EMT certification
