Summary

The Manager, Employee Relations is responsible for the administration and management of the employee relations function, reporting to the Director of Employee Relations. The candidate manages and directs the work activities of the Employee Relations Associates, operates as a subject matter expert regarding employee relations issues such as, Title VII, ADA, ADEA, Title IX and other Baylor College of Medicine policy violations for all levels of personnel within the organization, and manages and resolves highly confidential and complex employee relations issues. The position requires managing multiple cases and high-level duties simultaneously while prioritizing the most urgent needs.

Job Duties

  • Serves as the administrative leader to the Employee Relations Associates, to include:
    • Daily supervision and direction of task management.
    • Performance management of direct reports.
    • Handles escalated and priority items.
    • Assists with monthly and annual reporting.
    • Works on special projects as assigned.
  • Conducts effective, thorough and objective investigations regarding allegations of policy violation from various reporting sources.
    • Researches and assesses factual information related to individual cases.
    • Uses sound judgement to mitigate risk and weighs the importance and validity of information to form fact-based opinions and recommendations.
    • Escalates cases and complaints to department and/or College leadership as appropriate.
    • Collaborates with the Title IX Coordinator and the Office of Student and Trainee Services on investigations regarding specific policy violations.
    • Thoroughly and completely documents cases and prepares investigative reports.
    • Works closely with internal and external legal counsel to review/conduct investigations, ensures compliance with legal requirements and determines appropriate steps.
  • Operates as a subject matter expert regarding employment law and regulations, and Baylor College of Medicine policy content.
    • Creates and implements new policies and/or updates current policies as needed to adapt to the changing needs and best practices of the organization.
    • Provides guidance on policy interpretation and application.
    • Ensures employees and departments adhere to college policies as well as state and federal legislation and guidelines.
    • Assesses and addresses potential discrimination policy violation.
    • Trains and educates on policies as needed.
    • Provides advice and guidance to department leadership on interpreting and application of policies, addressing employee performance and interpersonal conflict issues, and managing complex situations.
    • Manages ADA/accommodation requests, including guiding employees and departments through the ADA interactive process, assessing reasonableness and undue financial burden of requests, and providing advice related to the implementation of approved accommodations.
  • Collaborates with department leadership to provide guidance and direction as it relates to:
    • Restructuring and reductions in force.
    • Training, guidance and feedback sessions regarding progressive discipline including misconduct.
    • Formal complaints against faculty and staff grievance process.
    • ADA interactive process/Fitness for duty evaluations.
    • Terminations, resignations, exit interviews and reductions in force.
  • Builds and maintains relationship with department leadership and affiliate Employee Relations teams.

Minimum Qualifications

  • Bachelor's degree.
  • Four years of relevant experience.

Preferred Qualifications

  • Master’s degree in a relevant field.
  • 5-7 years progressive Human Resources experience with an emphasis on policy interpretation and application, progressive discipline, investigations and/or advising.
  • HR Generalist background.
  • SPHR, PHR, SHRM-CP, or SHRM-SCP.
  • Strong leadership skills.
  • Ability to prioritize multiple responsibilities, with changing deadlines.
  • Strong decision-making ability.
