Job Purpose

The Manager, Business Operations (Section Administrator) serves as the administrative leader and management advisor to the section chief and faculty.  The primary responsibilities of this position are to generate, manage, and interpret strategic information; provide financial management and accountability for all section resources; and to provide administrative infrastructure for faculty and staff.  The section has over 40 clinical FTE based at Ben Taub Hospital and Smith Clinic and has five administrative employees. 
Under the general direction of the Department Chair, Section Chief, and Department Administrator, the Section Administrator will plan, coordinate, and direct broad and complex financial and management functions. Supervises office staff and may manage all personnel functions, including all Success Factors HR functions, for the organizational unit. The section administrator is responsible for all administrative operations of the section including finance, research administration, and human resources. 

Job Duties

•    Is responsible for the preparation of the annual section budget.
•    Provides oversight and management of financial operations for the section, including budget monitoring, financial reporting, and reconciliations; serves as the section liaison with the BCM Finance department.
•    Reviews and approves all statements of accounts, payroll, human resources, and invoice actions.
•    Manages and supervises the human resources activities for section including hiring, terminations, salary, and disciplinary actions.
•    Oversees and handles grant management activities, including pre and post award activities such as application preparation, budget development, and adherence to budget.
•    May provide oversight or support for clinical operations or research administration.
•    Manages exempt and non-exempt employees, including defining job duties, setting performance development plans and goals, and conducting annual performance evaluations for staff.
•    Participates in section strategic planning activities; develops and implements business strategies.
•    Develops and implements process improvements, policies, procedures, and internal controls.
•    Leads the creation, identification, and analysis of metrics to improve business performance and drive business actions.
•    Oversees or originates special projects or programs.

Minimum Qualifications
  • Education Required: Bachelor's degree in a related field. 
  • Experience Required: Four years of relevant experience. Degrees in lieu of experience will not be accepted.
